<p><em>Chew the fat</em> is a colloquial phrase meaning &#8220;to talk or discuss informally, or to talk at length on a variety of subjects.&#8221;  The phrase has been in use since the early 19th century.  There is some debate as to the origin of the term.  While some etymologists argue that it is a variation of the older phrase, to chew the rag, and others quibble about the varieties of meats or blubbers that the term&#8217;s original users could have been chewing, my favorite origin story comes from Cheapside, London. </p>
<p>To <em>chew the fat</em> could be an addition to the English language from the whimsical and free-spirited  <strong>Cockney rhyming slang</strong>.</p>
<p>The user of Cockney rhyming slang replaces a word with its rhyme or with a phrase in which the last word rhymes with the original.  To chew the fat comes from the more mundane &#8220;to have a chat.&#8221;  Further muddling understanding is the fact that, often, the word that rhymes with the intended one is omitted and another portion of the phrase is used.  Many examples of this can be found in rhyming slang terms for body parts: the word &#8220;feet&#8221; becomes &#8220;plates of meat&#8221; and shortens to simply &#8220;plates;&#8221; &#8220;legs&#8221; becomes &#8220;Scotch eggs&#8221; and, later, just &#8220;Scotches;&#8221; and &#8220;eyes&#8221; becomes &#8220;mince pies&#8221; or &#8220;minces.&#8221;</p>
<p>Cockney rhyming slang developed in the East End of London and in the suburbs around central London.  It was first systematically recorded in 1859 in Ducange Anglicus&#8217;s <em>The Vulgar Tongue: A Glossary of Slang, Cant, and Flash Phrases</em>, used in London from 1839 to 1859.  Several terms that are still used in and around London could already be found in this text, among them &#8220;apples and pears&#8221; to mean &#8220;stairs,&#8221; &#8220;Barnet-Fair&#8221; to mean &#8220;hair,&#8221; and &#8220;butcher&#8217;s hook&#8221; to mean &#8220;look.&#8221;  The latter is frequently shortened to &#8220;butcher&#8217;s,&#8221; so that one is told to &#8220;take a butcher&#8217;s&#8221; at something of interest.</p>
<p>Despite recent <a href="http://www.bbc.co.uk/news/10473059">research</a> which suggests that the Cockney accent may no longer exist in London within 30 years, Cockney rhyming slang shows no sign of going out of use or losing popularity.  Many British websites offer tutorials, translators, and even private lessons in the art of rhyming slang.  In addition, internationally popular films like <em>Lock, Stock and Two Smoking Barrels</em>, <em>Snatch</em>, and <em>Ocean&#8217;s Eleven</em> help add to the appeal of this linguistic game.</p>

		<title>Language and Politics: Palin Refudiates Critics</title>

To invent words or not to invent words&#8211; that is the question. </p>
<p>On Sunday, former Alaska Governor Sarah Palin opted for the first choice. In a series of messages from her Twitter account, Palin commented on proposed plans to build an Islamic Cultural Center blocks away from the World Trade Center site. She initially tweeted, &#8220;Ground Zero Mosque supporters: doesn&#8217;t it stab you in the heart, as it does ours throughout the heartland? Peaceful Muslims, pls refudiate&#8221; [sic].</p>
<p>Online heckling about the word &#8220;refudiate&#8221; began almost immediately, and Palin quickly deleted the message. Instead of replacing it with a new message containing the word &#8220;repudiate&#8221; she wrote, &#8220;Peaceful New Yorkers, pls refute the Ground Zero mosque plan&#8230;&#8221;. Shortly afterward, she defended her use of her invented word and compared herself to Shakespeare:</p>
<blockquote><p>&#8220;Refudiate,&#8221; &#8220;misunderestimate,&#8221; &#8220;wee-wee&#8217;d up.&#8221; English is a living language. Shakespeare liked to coin new words too. Got to celebrate it!
</p></blockquote>
<p>Palin certainly isn&#8217;t the first politician/ celebrity to create a neologism; however, she might be the first to say she was following in the footsteps of the Bard while doing so. Regardless of whether or not she (or her social media consultant) mistakenly typed &#8220;refudiate&#8221; into Twitter, the situation reminded me of one of my favorite TED Talks.</p>
<p>If you&#8217;re a regular Beyond Words reader, you probably know our writers love the lexicographer Erin McKean, and you might have already seen her wonderful <a href="http://www.ted.com/talks/view/id/161">Talk</a> on the evolution of the dictionary. During her 15 minute presentation, McKean actually encourages viewers to invent words. She discusses the invention and legitimacy of words:</p>
<blockquote><p>People say to me, &#8216;How do I know if a word is real?&#8217; Anybody who&#8217;s read a children&#8217;s book knows that love makes things real. If you love a word, use it. That makes it real. Being in the dictionary is an artificial distinction. It doesn&#8217;t make a word any more real than any other word. If you love a word, it becomes real.</p></blockquote>
<p>McKean goes on to metaphorically describe English as a hanging mobile that moves with any change to the language. Its movement, she says, is beautiful, no matter what the language looks like when it stops. Shakespeare definitely set the mobile of the English language in motion. Among the many words he invented are auspicious, bloody, bump, castigate, critic, exposure, hurry, lonely, obscene, premeditated, road, and suspicious.</p>
<p>Is Palin this generation&#8217;s Bard of Avon? Our homegrown Bard of Alaska? Probably not (<em>Going Rogue</em> is a far-cry from <em>The Tempest</em>), but if she can learn to really love the word &#8220;refudiate,&#8221; she can keep all the glory that&#8217;ll come with its existence.</p>

		<title>The Law, Language, and Linguaphobia: New Jersey&#8217;s DWI Language Ruling</title>

			<content:encoded><![CDATA[<p>What began almost three years ago in New Jersey as a routine driving while impaired conviction, has slowly escalated into a state Supreme Court case and a rallying cry for both advocates and opponents of increased language assistance for immigrants across the nation. Police arrested New Jersey resident, German Marquez, on September 20, 2007, after he rear-ended another car while driving impaired. Authorities convicted Marquez of driving while impaired (DWI), careless driving, and refusal to take the breath test. This week, the Supreme Court of the State of New Jersey ruled that officers must provide instructions in suspects&#8217; native languages.</p>
<p>The case, which started in Plainfield, New Jersey&#8217;s, municipal court, revolved around Marquez&#8217;s refusal conviction. Marquez, a Limited English Proficient citizen, admitted to both the DWI and careless driving convictions, but he said he didn&#8217;t understand the officer&#8217;s breath test request at the accident scene because he didn&#8217;t speak enough English.</p>
<p>New Jersey&#8217;s Chief Justice Rabner delivered the <a href="http://www.judiciary.state.nj.us/opinions/supreme/A3509StatevGermanMarquez.pdf">opinion</a> of the Court, stating:</p>
<blockquote><p>The statute’s obligation to “inform” calls for more than a rote recitation of English words<br />
to a non-English speaker. Knowledge cannot be imparted in that way. Such a practice would permit Kafkaesque encounters in which police read aloud a blizzard of words that everyone realizes is incapable of being understood because of a language barrier. That approach would also justify reading aloud the standard statement to a hearing-impaired driver who cannot read lips. We do not believe that the Legislature intended those absurd results. Rather, its directive that officers “inform,” in the context of the implied consent and refusal statutes, means that they must convey information in a language the person speaks or understands.</p></blockquote>
<p><span id="more-5685"></span><br />
New Jersey is one of the country&#8217;s most culturally and linguistically diverse states. It&#8217;s also among the states that offers the driving test in the most languages&#8211; Arabic, Chinese, English, French, Japanese, Korean, Polish, Portuguese, Russian, and Spanish. Is it misleading, or even a double standard, to expect a driver who was allowed to take the driving test in a language other than English to fluently understand English when pulled over? Many commentators have used this court case as an opportunity to rehash old anti-immigrant arguments. </p>
<p>Writing about the court decision for The Star-Ledger, George Berkin states:</p>
<blockquote><p>Marquez was arrested in the United States. And here, in New Jersey, the official language is English. In the past, the unspoken &#8220;agreement&#8221; was that immigrants will assimilate – that they will become fully Americans&#8230;The court’s ruling is neither good public safety policy, nor helpful in encouraging immigrants to become full participants in our national life.</p></blockquote>
<p>Berkin&#8217;s judgment on the case&#8217;s effects on public safety policy are dubious at best. It&#8217;s inaccurate to interpret this ruling as an invitation for intoxicated drivers to overtake New Jersey&#8217;s roads. Already, recorded interpretations of the breath test request have been made available to state officers, and soon officers will receive printed copies of the instructions and warnings in the state&#8217;s most common languages. In effect, the ruling on Marquez&#8217;s case prevents future citizens from becoming the victims of unlawful convictions. And a guarantee of equal civil rights (contrary to Berkin&#8217;s argument) might even give immigrants a renewed reason to become &#8220;full participants in our national life.&#8221;</p>
<p>Nevertheless, sentiments similar to Berkin&#8217;s continue to spread throughout the nation. Tim James recently ran his gubernatorial campaign on a promise to <a href="http://www.altalang.com/beyond-words/2010/05/06/speaking-other-languages-in-alabama/ ">limit the offered driving tests</a> in Alabama to only English. In April, the Arizona Department of Education announced its <a href="http://www.huffingtonpost.com/2010/04/30/arizona-ethnic-studies-cl_n_558731.html">crackdown</a> on accented teachers in classrooms learning English. And only a day after the New Jersey Supreme Court ruling, the 30,000 person Homer Township in Illinois symbolically <a href="http://www.chicagotribune.com/news/local/southsouthwest/ct-met-0715-homer-township-english-20100715,0,6168135.story">adopted English</a> as its official language. Officials in Homer Township also declared support for the recent Arizona Law- or &#8220;Support Our Law Enforcement and Safe Neighborhoods Act&#8221;- which is one of the strictest pieces of anti-immigration legislation in US history.</p>
<p>It&#8217;s difficult to pinpoint what&#8217;s causing all this national linguaphobia, but it&#8217;s safe to say that many of its manifestations have been misguided or aversively racist. Only a minority will argue that immigrants in the US shouldn&#8217;t learn English. So,  these discussions should be dominated by the different methods currently available for immigrant language education. </p>
<p>Organizations like New Jersey&#8217;s <a href="http://www.usdiversitydynamics.com/NJ/id8.html">Diversity Dynamics</a>, recognize that English might not be the official language in the United States, but that it remains integral to success in the nation. Diversity Dynamics, which provides resources on the topic of immigrant adult education, states:</p>
<blockquote><p>The ability to understand, speak, read, and write English as the nation’s common language is crucial to the successful integration of immigrants into our society. Without English, immigrants are locked into low wage jobs, blocked from advancing on the job,  denied full access to health and other services, and shut off from contact with the larger society.</p></blockquote>
<p>Should both the national government and local governments promote more language assistance plans for immigrants and make foreign language interpreters and translators more readily available? We can look at such services as crutches for new immigrants, or we can look at them as gateways to healthy assimilation. We can argue that our parents&#8217; or grandparents&#8217; generations didn&#8217;t have or need these services, or we can argue that for every generation, issues surrounding immigration deserve a fresh and progressive approach.</p>

<h2>Márcio Local: </em>Márcio Local Says Don Day Don Dree Don Don</em> (2009)</h2>
<p><img class="graphic left" src="/images/stock/Album-Covers/marcio-local.jpg" alt="" /><br />
Márcio Local stands at the crossroads of two great traditions in modern Brazilian music, with one foot in samba, the heavily percussive Afro-Brazilian dance music that took its modern form in the early twentieth century, and the other in soul, the African American music rooted in the blues that attracted a mass audience in Brazil in the 1960s and 1970s. Once regarded as a faddish import, soul music has been effectively Brazilianized such that it now constitutes a local tradition in big cities like São Paulo and Márcio&#8217;s home town of Rio de Janeiro. Márcio has also discovered ways to combine these two traditions to forge new variations of samba-soul by exploring the ever-expanding modern soundscape of Rio. He is also something of a sensual romantic who makes music thinking about lazy Saturday afternoons at the beach, a game of soccer, the drama of sexual seduction, and the bustle of the urban scene. In this way, he belongs to another tradition in Brazilian music that celebrates the pleasures of everyday life and the redemptive power of a catchy tune. &#8211;© Samantha Tillman, Luaka Bop</p>

<h2>Various Artists: <em>Let&#8217;s A Go-Go! Singapore and <br />Southeast Asian Pop Scene 1964-69</em> (2010)</h2>

Funny thing happened to me back in 2001, during my first trip to Singapore. I was in a clothing store in Causeway Pointe, and an old ‘60s tune was blasting out of the stereo speakers. It sounded like your typical ‘60s pop hit, but the lyrics were sung in Malay! I was entranced, and wouldn’t be satisfied to just hear it just once. I spent the rest of my trip combing the local antique stores and flea markets, grabbing all the vinyl I could find. My first purchase was The Mysterians’ ‘Forget the Time’ ‘b/w My Girl Les,’ found at an antique store on Orchard Road. The cover, featuring the band wearing black masks and standing in green background, is such a classic that I spent a few weeks admiring it before finally purchasing a turntable so I could hear it. But when I finally did, lo and behold, an obsession was born. Nine years and five overseas trips later, my collection now boasts more than 600 rare titles from the region, which also includes Malaysia and Indonesia. In this first volume, I present a handful of my favorite finds. Some of these bands experienced regional success at best, while others disappeared after one or two recordings. Very few left behind any written history. I didn’t concern myself with which songs were hits, but rather which ones happened to appeal to this pair of western ears. I have included a variety of tunes, from rockers to ballads, covers and originals, all sung in a variety of native languages. A few instrumentals have been thrown in for good measure. <h2> Various Artists: <em>Shangaan Electro: New Wave Dance Music <br />From South Africa </em> (2010)</h2>

My name is Richard, my stage name is Nozinja, from Nozinja Music Productions. I&#8217;m from Giyani in Limpopo. I&#8217;m an engineer, I&#8217;m a producer, I&#8217;m a composer. It&#8217;s my record label. I&#8217;m the marketing manager. I transport them — I&#8217;ve got a micro-bus. I do everything on my own. I&#8217;ve got manufacturing. I buy CDs, I will silk-screen myself. I sing, too. </p>
<p>We don&#8217;t use the sounds of the hip-hop guys, or the afro-pop, or whatever, we&#8217;re using Shangaan sounds. The traditional Shangaan music is fast. You play it slow, they won&#8217;t dance. Shangaan is fast. While others play at 110, we are at 180, 182, 183. And when you hear those marimba beats and that live guitar through the keyboard, you know it&#8217;s Shangaan. You hear those toms, then you know, this is Shangaan music.</p>
<p>Shangaans don&#8217;t typically love Joburg. They work in Joburg, but their heart is in Limpopo. People want to go back to the country and to their families. Limpopo is rural. It&#8217;s hot, very hot and vibey. Shangaan music is about love. It&#8217;s about a wife and a husband. We are family-oriented musicians. Now Shangaan music is both, rural and urban. We jumped the boundaries by changing that bass into playing with the marimba, that&#8217;s when we touched the nerves, and now it&#8217;s all over. &#8211;© Nozinja, Honest Jon&#8217;s Records</p>

<p>A monthly feature by Beyond Words, <strong>Now Playing</strong> highlights some of the best foreign films currently playing at the theater.  American attendance at foreign language films dropped exponentially during the last decade, with foreign film ticket sales accounting for less than <a href="http://www.philly.com/inquirer/entertainment/20100509_Americans_are_seeing_fewer_and_fewer_foreign_films.html?page=1&#038;c=y#axzz0nq9EvzWu">1 percent</a> of business at the US box office.  We don’t want foreign films to disappear from the American movie landscape– they remain a great way to expose American moviegoers to new languages and cultures. So, we’re providing you with a few plot synopses and trailers. All you need to do is make your way to a local art house and enjoy these films on the big screen.</p>
<h2>Wild Grass</h2>
<p><strong>Director: Alain Resnais, Language: French</strong><br />
Alain Resnais, one of the towering figures of the French New Wave, demonstrates he still has plenty to say in this drama based on a novel by Christian Gailly. Marguerite (Sabine Azéma) is a successful dentist with a busy practice and an offbeat hobby, flying small airplanes. One day, while running errands, Marguerite loses her wallet, and it&#8217;s found by Georges (André Dussollier), a seemingly happy man with a wife, Suzanne (Anne Consigny), and two children (Vladimir Consigny and Sara Forestier). As Georges looks through the wallet and examines the photos of Marguerite, he finds he&#8217;s fascinated with her and her life, and soon his curiosity about her becomes an obsession. Georges&#8217; attempts to integrate himself into Marguerite&#8217;s life begin to alarm her, and she hires a private security team (Mathieu Amalric and Michel Vuillermoz) to keep him away, but Georges is determined that his new love for her will not be denied. <h2>I Am Love</h2>
<p><strong>Director: Luca Guadagnino, Language: Italian</strong><br />
This lavish, sprawling drama from filmmaker Luca Guadagnino has drawn numerous comparisons to the films of Luchino Visconti for the grace with which it plumbs the inner-workings of the Italian upper-crust. Edoardo Recchi Sr. (Gabriele Ferzetti) is the aging patriarch of a Milanese clan that has amassed a significant fortune over the years through shrewd investments in the textile business. Edoardo Sr. has a beautiful wife, Allegra (Marisa Berenson), and the two have a reliable and dependable son, Tancredi (Pippo Delbono). Years ago, Tancredi met, fell in love with, and then married a woman named Emma (Tilda Swinton) amid a trip to Russia, and brought her back home to Milan; their children include sons Edoardo Jr. (Flavio Parenti) and Gianluca (Mattia Zaccaro), and artist daughter Elisabetta (Alba Rohrwacher). The family gathers for a reunion at Edoardo Sr. and Allegra&#8217;s villa in Milan, but the happy gathering takes a somber turn when Edoardo suddenly dies not long after having lunch with his family. But the death is far from the only pivotal event that occurs that day: Edoardo Jr. also introduces his mother to a chef, Antonio (Edoardo Gabbriellini), with whom he plans to open a restaurant, and Emma finds herself drawn to the culinary artist. Meanwhile, Emma learns that Elisabetta is a lesbian, and though initially startled by this news, she takes the liberation of her daughter as inspiration for her own liberation from confining nuptials. On impulse, Emma travels to San Remo, catches sight of Antonio, and finds herself helplessly drawn to him. Meanwhile, as Emma and Elisabetta undertake their life-changing journeys, all of the men in the Recchi clan outside of Edoardo, Jr. feel bound to profit-driven motives &#8211; the commercialism of a class that has long ago shucked responsibility for its workers. <h2>The Secret in Their Eyes</h2>
<p><strong>Director: Juan José Campanella, Language: Spanish</strong><br />
Juan José Campanella helmed this crime thriller about judicial cover-ups and corruption in Argentina. Ricardo Darín stars as Benjamín, a former criminal court employee who wants to write a novel about an Argentine case from the 1970s in which a woman was raped and murdered. He confides his intentions to a judge with whom he&#8217;s been secretly smitten for years, Irene (Soledad Villamil), but she expresses reservations about the idea, for reasons that eventually become apparent. Meanwhile, flashbacks set up the central story, unfolding in 1970s Argentina. In that narrative, Argentina has fallen under the control of a military junta and a fair trial has become an increasingly uncommon event in that nation&#8217;s courts. A woman is found raped and murdered while her husband was at work, and two immigrant workers are essentially forced into confessing to the crime. Benjamín then teams up with his colleague and friend, the lush Pablo Sandoval (Guillermo Francella), and the two go about identifying and tagging the perpetrator of the original crime. Subtle detail in a photograph alerts Benjamin to the possibility that a man named Gómez (Javier Godino) may have been the real culprit, but finding Gómez and obtaining conclusive evidence against him is no simple task. Moreover, as Benjamín and Pablo struggle to have the case reopened, they also find that bureaucracy and power in Argentine government have made this close to impossible. <p><strong>Director: Jean Pierre Jeunet, Language: French</strong><br />
An underground lair serves as the point of inspiration for this deeply whimsical fantasy comedy (with echoes of Jodorowsky&#8217;s Rainbow Thief) from French cause célèbre Jean-Pierre Jeunet (Amélie, The City of Lost Children). The locale is post-9/11 Europe. As arms dealers go head to head with one another in a series of violent skirmishes &#8212; suggesting that an apocalyptic cataclysm may be lingering on the horizon &#8212; the unfortunate Bazil (Dany Boon) still reels from the long-ago death of his father from a roadside bomb, an event that left him orphaned as a boy. Now employed in a low-paying job as a video-store clerk, and still trying to determine how he fits into the scheme of things, he gets hit by a stray bullet from a drive-by shooting and promptly lands in the hospital. Upon release, he finds himself broke and unemployed. Hope soon crops up, however, in the form of Placard (Jean-Pierre Marielle), an ex-convict living in a scrap dump with a motley group of social outcasts &#8212; all of whom welcome Bazil with warmth, compassion, and hospitality. Sure of his place for the first time in his life, Bazil joins forces with them to turn the dump into a lovely underground home, filled to the rafters with extraordinary inventions and sculptures. <p>Sports teams are not the only things struggling for survival in Southern Africa during the 2010 FIFA World Cup. Like professional soccer outfits, languages often compete for dominance, and overtime some of them advance while others lose speakers and begin to disappear.</p>
<p>UNESCO reports that more than half of the 6,000 languages spoken in the world today are endangered and may go extinct by the end of this century. Recently, Beyond Words covered some of the most popular <a href="http://www.altalang.com/beyond-words/2010/05/26/world-cup-report-the-languages-of-south-africa/">languages of South Africa</a>, and now we&#8217;d like to focus on one of the lesser known threatened languages of the region. Southern Africa (including but not limited to the nations of Namibia, Botswana, and South Africa) is a hotspot of language endangerment. </p>
<p>The first installment of Beyond Words’ new feature <strong>Endangered Language Watch</strong>—in which writers discuss languages at risk of extinction around the world—will focus on the Shiyeyi language.</p>

<h2>Shiyeyi</h2>
<p>Shiyeyi is an endangered language spoken primarily in Botswana. Also known as Ciyei, Koba, Kuba, Yeei, Yei, and Yeyi, the language remains one of several Bantu languages with clicks. While figures from 2004 show that about 20,000 people living in Batswana have learned Shiyeyi as a first language, very few people in the nation learn it as a second language.</p>
<p>In terms of cultural significance, the <a href="http://www.ethnologue.com/show_language.asp?code=yey">Ethnologue</a> reports that as many as 47,000 people in Batswana constitute the language’s ethnic population, or the “population of those who identify themselves as part of the ethnic group” but do not speak the language of that ethnic group (in this case, the Wayeyi people). Shiyeyi also has a small presence in neighboring Namibia, with close to 4,000 speakers. Notably, Shiyeyi may have more clicks than any other Bantu language. Containing alveolar, dental, lateral, and palatal articulations, or releases, the language continues to lose popularity to Tswana, Botswana’s national language.  </p>
<p>Unlike Kua, Néu, ú Hua, or Xiri (other languages in the region which have fewer than 1000 speakers remaining), Shiyeyi is in the midst of a cultural and linguistic revitalization. A UNESCO education report shows that the Kamanakao Association, established in Botswana in 1995, has made progress in trying to revive Shiyeyi.</p>
<p>Historically, the government in Botswana prevented groups like the Kamanakao Association from teaching languages other than Tswana and English. As the government’s language policies eased, the Kamanakao (which translates to ‘the remnants’ from Shiyeyi) has been able to collect data, setup workshops, and record oral literature throughout the Shiyeyi-speaking region. These recovery efforts shouldn’t be overstated—as the language is still deeply endangered—but the fact that organized groups are actively attempting to save their culture’s linguistic heritage is heartening.
